Peel Hall Development

Work on-site for the development of over 1200 houses on Peel Hall has now been started by Vistry and Torus. The development falls within the Peel Hall ward of Winwick Parish Council, but is within the WBC ward of Poplars and Hulme.

This page will be continually updated as work progresses to act as a resource for residents looking for information.

The development will be constructed in a number of phases. The site has overall outline permission for development based on a high level master plan. As each phase comes forward for development, a “Reserved Matters” application will be submitted containing a more detailed plan for that phase. The results of this application may result in further applications to discharge any conditions placed on that phase of the development.

As of May 2025, the first phase has received permission and a large number of the conditions placed on that phase have been discharged either fully or partially as it pertains to the phase. Other works relating to the overall master plan have also received permission to progress. The 2nd Phase of development has also been submitted for approval, details on this are below.

Winwick Parish Council Engagement

While there remains significant opposition and concern around the development, permission to proceed with the development process has been granted by both central government and subsequently WBC. We have therefore elected to work with Vistry and Torus to make sure that we get the best out of this development as possible for our parishioners, while holding them to account in making sure they follow the permissions that have been granted.

We welcome suggestions at our regular meetings as to how this can be achieved, and both Vistry and Torus have committed to attend meetings on occasion with updates on the development and work with us proactively.

Tree Removal

A number of concerns have been raised around works to remove trees and vegetation on the development site. During the development process, a number of permissions to remove trees have been granted, subject to certain conditions, and these can be found in the planning application 2024/00894/DISCON, which can be viewed on the WBC Planning Portal here.

As different phases of the development commence, more permission may be granted to remove trees. There is also a requirement for considerable re-planting of trees within the development, as well as biodiversity measures that are still being discussed with WBC as part of the on-going planning process.

We can confirm that the areas knows as Radley Common and the Radley Plantation are not part of the development and will remain. The map below shows the general locations of these two areas and who manages each area.

We are working with Vistry on some ideas on how we can improve the John Parr Wildflower Meadow and will communicate when more news is available.

Work has started close by to this area to create a number of FA Standard football pitches, which will continue until later in the year. Vistry were required to do this before development of the area off Ballater Drive, which currently has a number of actively used pitches. It is important to note that this work will not affect the woods as has been suggested in a number of posts on social media.

Your Parish Councillors worked with Vistry to change the fencing of this area while the pitches are developed for easier access to Radley Common and the woods than was originally planned. 

Access Routes to the Site

Access to the development site is required for the developer and their contractors, and the developers submitted a document called a CEMP which details them as well as other operating procedures. This can be found in application 2024/00979/DISCON on the WBC Planning Portal here.

The developer’s contractors will also require access to the site to clear vegetation, including trees, with the details documented in the planning application listed in the section on Trees above. These access points may be different to those listed in the CEMP. There may also be short periods of access required at different points in order to construct various roads and pavements, these will be detailed in the detailed planning application for each phase of the development.

There have been a number of concerns raised to the Parish Council on the access routes, we have spoken to Vistry who have confirmed their contractors have been informed of the access points and asked to adhere to the permissions granted in the various applications.

Second phase of the development

Vistry have recently submitted detailed plans for the second phase of the development. We are currently reviewing these and will look to post any further information on this page.
